In 2010, a landscaping project was pursued on land marked for compensatory afforestation--natural forest growth was cleared and trees were replanted, and forests were also cleared for roads. This is likely a violation of the Forest Conservation Act and definitely a violation of the CAF guidelines.
Case Analysis

The budget for this plantation on Revenue Forest Land was Rs 16,60,819. This was spent to plant 32,000 saplings (approximately 52 rs/sapling). 10 species were planted. The 8-year project began in 2010.

Satellite Imagery Analysis
Satellite imagery for this site reveals forested landscapes in 2004 and 2006. By November 2010, a landscaping project has been started: forest is cleared, roads are built, and buildings are constructed. The deforested area is then planted with saplings.
